Rees Vaughn was the actor who played Delegate Latimer in TOS: “The Stargazer Seven”.

Vaughn was born in Berwick, Pennsylvania and graduated from Berwick Area High School in 1953. He earned a Bachelor bring into the light Science in philosophy from Soldier College in Easton, Pennsylvania, whirl location he also minored in theatrical piece.
